CITY OF CITRUS HEIGHTS
PROPOSALS will be received at the office of the City Clerk, City Hall, 6360 Fountain Square Drive, Citrus Heights, California, until the hour of 4:00 p.m. on THURSDAY, MAY 6, 2021 for the STORM DRAIN MAINTENANCE SERVICES 2021-2026 contract, City of Citrus Heights, California.
Qualified proposers will possess a valid State of California General Contractor Class A License; or C-34, Pipeline Contractor License; and be in good standing with the California Department of Consumer Affairs Contractors State License Board.
The work to be performed generally consists of maintaining the storm drain system including pipes, inlets, manholes, culverts, creeks, and ditches, and all other works as shown in the contract documents.
Proposals are required for the entire work described herein and must include completed proposal forms, guarantees and supplemental information.
An electronic copy of the plans and specifications, Bid Documents, Agreement and other Contract Documents is available on the City’s website at no cost.
It is the proposer's responsibility to check the City's website for any updated information at least 24 hours prior to the scheduled bid opening.
Each proposal must be accompanied by cash, cashier's check, certified check or Proposal Guarantee Bond made payable to the City of Citrus Heights in the amount of 10% of the total proposal amount, such guaranty to be forfeited should the proposer to whom the contract is awarded fail to enter into the contract.
In accordance with the provisions of Section 1770 of the Labor Code of the State of California, the Director of the Department of Industrial Relations has ascertained the general prevailing rate of wages applicable to the work to be done in accordance with the standards set forth in Section 1773 and which is filed in the office of the City Clerk. Minimum wage rates for this project are set forth in Special Provisions.
Attention is directed to the General Requirements, Appendix B, of the specifications for compliance with the insurance requirements.
Proposers are hereby notified that in accordance with the provisions of Public Contracts Code section 22300, securities may be substituted for any monies, which the City may withhold pursuant to the terms of this Contract to insure performance. Each bond must be furnished by a company, acceptable to the City, that is authorized and licensed by the Insurance Commissioner as an “admitted surety insurer” and which maintains at least one officer in California for conducting business. Prior to such approval, the surety shall provide the documentation required by California Civil Code Section 995.660.
If any surety becomes unacceptable to the City or fails to furnish reports as to financial condition, as requested by the City, the successful Proposer shall promptly furnish such additional surety as may be required from time to time to protect the interests of the City.
The City of Citrus Heights, in accordance with Title VI of the Civil Rights Act of 1964, (78 Stat. 252), and the regulations of the Department of Commerce (15 C.F.R., Part 8) issued pursuant to such Act, hereby notified all proposers that it will affirmatively insure that the contract entered into will be awarded to the lowest, responsive responsible proposer without discrimination on the ground of race, sex, color or national origin.
The City of Citrus Heights reserves the right to reject any or all proposals or portions thereof, to accept a proposal or portion thereof and to waive any minor informality or irregularity.
Each proposer, and any subcontractor listed in a bid proposal pursuant to Public Contract Code Section 4104, must be currently registered with the Department of Industrial Relations and qualified to perform public work consistent with Labor Code section 1725.5, except in limited circumstances as referenced in Labor Code section 1771.1(a).
Proposal protests must be submitted in writing to the attention of the City Clerk before 4:00 pm of the 7th calendar day following the proposal opening.
