8. SUBJECT: Final CARES Act Amendment No. 4 to the 2020-2024 Consolidated Plan and 2020 Action Plan for (CDBG-CV-3) Funding, Amendment No. 1 to the 2021 Action Plan, and 2022 Action Plan and Funding Allocations for the Community Development Block Grant Program

RECOMMENDATION: The following is recommended;

a.    Hear public testimony on the final CARES Act Amendment No. 4 to the 2020-2024 Consolidated Plan and 2020 Action Plan for Coronavirus (CDBG-CV-3) Funding, Amendment No. 1 to the 2021 Action Plan, and 2022 Action Plan and Funding Allocations for the Community Development Block Grant Program;

b.    Adopt Resolution No. 2021 - ___, A Resolution of the City Council of the City Of Citrus Heights, California Adopting the Cares Act Amendment No 4 to the 2020-2024 CDBG Consolidated Plan and 2020 Action Plan and Authorizing the City Manager to Execute All Contracts Necessary to Carry out the Cares Act Amendment No. 4 to the 2020-2024 Consolidated Plan and 2020 Action Plan for Coronavirus (CDBG-CV-3) Funding;

c.    Adopt Resolution No. 2021 - ___, A Resolution of the City Council of the City of Citrus Heights, California, Approving Amendment No. 1 to the 2021 Action Plan For The Community Development Block Grant Program; and

d.    Adopt Resolution No. 2021 ___, A Resolution of the City Council of the City Of Citrus Heights, California, Approving the 2022 Community Development Block Grant (CDBG) Action Plan And Authorizing the City Manager or Designee to Execute All Contracts Necessary to Implement the 2022 CDBC Action Plan

9. SUBJECT: Amendment to Residential Solid Waste Collection and Recycling Services Agreement with Allied Waste Services of North America, LLC to Provide Organics Collection and Related Services Required by SB 1383

RECOMMENDATION: The following is recommended;

a.    Adopt Resolution No. 2021-____ A Resolution of the City Council of the City of Citrus Heights, California, Authorizing the Interim City Manager to Execute Amendment No. 2 to the 2016 Amended Residential Solid Waste and Recycling Collection Services Contract with Allied Waste Services of North America, LLC, subject to the outcome of a Proposition 218 public hearing on the rate increases

b.    Schedule the Public Hearing for January 27, 2022 to Receive Written Protests from Property Owners Affected by the Proposed Rate Increases as Prescribed by Proposition 218
