Under Government Code Section 54954.3, members of the audience may address the Council on any item of interest to the public and within the Council's purview, or on any Agenda Item before or during the Council's consideration of the Item.  If you wish to address the Council during the meeting, please fill out a Speaker Identification Sheet and give it to the City Clerk.  When you are called upon to speak, step forward to the podium and state your name for the record.  Normally, speakers are limited to five minutes each with 30 minutes being allowed for all comments.  Any public comments beyond the initial 30 minutes may be heard at the conclusion of the agenda.  The Mayor has the discretion to lengthen or shorten the allotted times.

RECOMMENDATION: Adopt Resolution No. 2017-___; A Resolution of the City Council of the City of Citrus Heights, California, Authorizing the City Manager to Execute a Professional Services Agreement with Dokken Engineering to Assist the City in Acquiring a Streambed Alteration Agreement with the Department of Fish and Wildlife
 

7. SUBJECT: Neighborhood Areas 8, 9 & 10 Drainage Master Plan Study

RECOMMENDATION: The Following is Recommended:

a. Adopt Resolution No. 2017-___; A Resolution of the City Council of the City of Citrus Heights, California, Authorizing the City Manager to Execute a Professional Services Agreement with KASL Consulting Engineers for the Highland Avenue/Rinconada Way Drainage Improvements, the Wonder Way Drainage Improvements, and the Dana Butte/Canelo Hills Drainage Improvement Project

b. Adopt Resolution No. 2017-___; A Resolution of the City Council of the City of Citrus Heights, California, Authorizing the City Manager to Execute a Professional Services Agreement with Dokken Engineering for the Sunrise Blvd Sayonara to Arcade Creek Drainage Project, the Glenacre Way Drainage Improvement Project, and the Old Auburn/Bonita Way/Maretha Drainage Improvement Project

c. Adopt Resolution No. 2017-___; A Resolution of the City Council of the City of Citrus Heights, California, Authorizing the City Manager to Execute a Professional Services Agreement with Wreco for the Chula Vista Drainage Project, the Amsell Ct to Blayden Ct Drainage Project, and the Minnesota/Anderson/Canady Ln Drainage Project
 

8. SUBJECT: Consideration to Participate in the Figtree PACE Financing Program

RECOMMENDATION: Adopt Resolution No. 2017-___; A Resolution of the City Council of the City of Citrus Heights, California, Approving Associate Membership in the California Enterprise Development Authority (Ceda) and Authorizing and Directing the Execution of an Associate Membership Agreement Relating to Associate Membership of the City in the Authority; Consenting to Inclusion of Properties within the Incorporated Area of the City in the Property Assessed Clean Energy Program to Finance Distributed Generation Renewable Energy Sources and Energy and Water Efficiency Improvements, Approving the Report Setting Forth the Parameters of the Referenced Program and Certain Matters in Connection Therewith
 

9. SUBJECT: Consideration to Participate in the California Municipal Finance Authority’s Open PACE Program

RECOMMENDATION: Adopt Resolution No. 2017-___; Resolution of the City Council of the City of Citrus Heights Approving, authorizing, and Directing Execution of a Joint Exercise of Powers Agreement Relating to the California Municipal Finance Authority; Consenting to the Inclusion of Properties Within the Territory of the City in the California Municipal Finance Authority Open Pace Programs; Authorizing the California Municipal Finance Authority to Accept Applications From Property Owners, Conduct Contractual Assessment Proceedings and Levy Contractual Assessments Within the Territory of the City; and Authorizing Related Actions
