Starting a Business

Business Licenses
Citrus Heights issues business licenses to regulate business activities that occur within city limits. Visit the city's Business License webpage to learn about different types of licenses and fees, and to get an application. The licenses are reviewed by the Building and Safety Division, Planning Division, and Police Department but processed by the Finance Department. For more information email the Business License Division or call 916-727-4907.

Check & Clear Zoning Regulations
All properties within Citrus Heights fall into a zoning classification that regulates the type of business activities that may occur at the site. Business owners should verify with the Planning Division that their business type is allowed in the location desired prior to signing any lease agreements.

The Citrus Heights Zoning Code also implements design standards related to site plan design, architecture detailing, and building materials. Zoning is also used to control other development regulations such as signage, parking, and setback requirements. The Zoning Code is available on-line or hard copies of the Zoning Code are available for purchase at the City Hall public counter for $25.
Processing & Development Fees
The city and outside agencies charge a variety of processing and development-related fees. Visit the following webpages for more information:
If you have questions on which fees apply to your project, please contact the Planning Division. Outside agencies, such as the fire or school district, also charge development fees.

Sewer Credit Program
In partnership with Sacramento Regional County Sanitation District (Regional San), the city may offer reductions on sewer hookup fees for new development and redevelopment projects. This program can provide substantial discounts over the regular price. For more information visit the Sewer Credit Program webpage, email the Community and Economic Development Department or call 916-725-2448.
